KPKT Deputy Sec-Gen Officiates New Property Development Handbook to Elevate Industry Standards.

Petaling Jaya, 29 June 2026 – As Malaysia’s property development industry becomes increasingly complex, the REHDA Institute’s Property Development Handbook (Second Edition) has been launched to provide developers, professionals, Government agencies and students with a practical, end-to-end guide to navigating every stage of the property development process.
Representing Datuk Wira Dr. M Noor Azman bin Taib (Secretary-General of the Ministry of Housing and Local Government (KPKT)) was YBrs. Tuan Zulkeflee bin Sulaiman, Deputy Secretary-General (Housing and Urban Wellbeing) who officially launched the publication with industry stakeholders.

This publication reflects more than a decade of changes in legislation, planning requirements, sustainability standards, digitalisation initiatives and regulatory practices. The Handbook adopts a holistic approach to property development, integrating market analysis, regulatory compliance, sustainability and the complete property development lifecycle into a single practical reference. By bringing together these interconnected disciplines, it helps industry practitioners understand how decisions made at every stage of development influence project outcomes.
One of its distinguishing features is its emphasis on understanding the market before embarking on development. The Property Development Handbook serves as a comprehensive, data-driven guide that integrates macroeconomic indicators and demographic trends with practical insights into Malaysia’s legislative frameworks, developer responsibilities, and ESG standards. By covering the entire development lifecycle—from land acquisition and feasibility studies to construction and property management—the Handbook illustrates the interconnections between each stage of development. Ultimately, it empowers industry practitioners with the knowledge to make informed decisions, minimize project risks, and ensure the successful, timely delivery of sustainable developments.
Speaking at the launch, Dato’ Jeffrey Ng Tiong Lip, Chairman of REHDA Institute, said the Handbook brings together the expertise of the Malaysian property development ecosystem into a practical resource for both current and future industry practitioners.

Then President of REHDA Malaysia, Datuk Ir. Ho Hon Sang, welcomed the publication of the updated Handbook.

YBrs. Tuan Zulkeflee described the Handbook as a timely and highly relevant publication that supports the Ministry’s efforts to enhance governance, improve regulatory compliance and strengthen the efficiency of Malaysia’s housing ecosystem.
He noted that greater clarity and understanding of development procedures would enable developers, consultants and Government agencies to work more effectively together, reduce project risks and support KPKT’s ongoing initiatives to improve service delivery and digitalise regulatory processes.
The publication represents a collaborative industry effort, drawing on contributions from experienced property developers, Government agencies, professional bodies, universities and industry experts to ensure that its content reflects current legislation, industry practices and practical experience.
